New International Exchange Agreements

The Office of International Education and Study Abroad maintains all exchange agreements between the University of Utah and foreign universities. The office also chairs and administers the International Exchange Committee (IEC), which is responsible for reviewing and approving new exchange agreements and for generally promoting relationships with foreign universities.
Proposals for new international exchange agreements are normally generated by faculty members who have established connections with counterparts at foreign universities. These relationships are generally key not only to initiating an exchange agreement, but also to making it viable and effective over the longer term. Typically an agreement encompasses only the initiating department or college at its inception. A vigorous and mutually beneficial agreement, however, can grow to include other colleges and become an "institutional" agreement.
The procedures for establishing a new exchange agreement are outlined below. Some important considerations to bear in mind in completing this process are:
- How will this agreement provide mutual benefit to the University of Utah and the foreign partner university?
- Who will be the primary participants in exchanges: facutly, researchers, students, or some combination thereof?
- For student exchanges, exchange agreements typically provide for waiving tuition payment at the host university and are thus predicated on maintaining a reciprocal balance in students going both ways. What will be the primary source of University of Utah students to balance the foreign students desiring to come here under the provisions of the agreement? (Typically, the demand for foreign students to come here exceeds the supply of U of U students willing to go to the foreign partner institution; a successful agreement generally requires proactive faculty, department, and college involvement in identifying students to participate in the exchange.)
- What is the potential for the agreement to expand participation beyond the intiating department/college?
AS THE PROPOSAL SUBMITTER AND THE MAIN POINT OF CONTACT FOR THE FOREIGN UNIVERSITY, YOU ARE RESPONSIBLE FOR RECRUITING STUDENTS FROM THE U OF U TO STUDY AT THE EXCHANGE UNIVERSITY. EXCHANGES IN WHICH THE FACULTY REPRESENTATIVE DOES NOT PLAY AN ACTIVE ROLE IN THIS PROCESS WILL BE NULLIFIED.
How to Setup an International Exchange Agreement (doc) 1) Contact the Office of International Education (IE) at 801-587-9285 2) We will contact the International Center and verify whether there is an existing contract with the tentative foreign partner institution 3) We will then advise you on how to proceed 4) You will need to complete the online “Coversheet” and write a 1-2 page proposal describing the nature and extent of the exchange, and send them to IE. Please detail the desired use of university resources, whether students and/or faculty will be involved, and the desired outcomes. 5) Ideally the University’s standard “Institutional Exchange Agreement” contract template will be used for all exchange agreements. If this standard template is not used or is modified, any differences from the template should be highlighted. Altered contracts need to be sent to us for academic and operational concerns and then reviewed by the Office of General Counsel for legal issues. 6) The International Exchange Committee (IEC) will review both the proposal and exchange agreement and make recommendations. The IEC will determine whether the exchange requires a presidential signature.* 7) The Office of General Counsel will provide a final legal review of the agreement before we circulate it for final approval and signatures. 8) We send an electronic copy of the contract to the foreign partner institution to review and get preliminary legal approval. 9) The Dean of your college will review and authorize the exchange agreement. 10) A Senior Vice President will review and authorize the exchange agreement. 11) Presidential signature, if appropriate.* 12) IE will mail two copies of the exchange agreement to the partnering institution for authorization and signatures. Upon the return of the second signed copy, IE will email a scanned copy to you and your Dean.
